Central Middle School Band Booster Organization
Constitution and Bylaws

ARTICLE I 
Title 
This organization shall be known as Central Middle School Board Booster Organization. 

ARTICLE II 
Objectives 
The purpose of this organization is to provide financial and volunteer types of support to Central Middle School Band as requested by the Band Director. 

ARTICLE III 
Membership 
Section I 
Membership in the organization shall be open to all persons interested in providing support to the Central Middle School Band. 
Section II 
Annual membership shall run for the school year from September 1 to August 31. Annual student band fees shall be decided by the booster organization and subject to change by membership vote. These fees are to be paid by the second regular meeting of the school year. Exceptions may be made by the Executive Committee. 

ARTICLE IV 
Officers 
Section I 
The officers of the Central Middle School Band Booster Organization shall consist of the President, Vice-President, Secretary, Treasurer, Reporter and Member-at-Large. 
Section II 
The duties of these officers shall be such as are ordinarily performed by similar officers of other organizations. The Vice-President shall also serve as Parliamentarian. 
Section III 
The Executive Committee shall consist of the Officers, Band Director and any Committee Chairpersons nominated or appointed by membership majority. 
Section IV 
Any officer who misses three (3) consecutive regular business meetings, without good reason, will automatically be replaced by the Executive Committee. 
Section V 
Nominations for office for the following year shall be accepted in the month of March. Elections shall take place at the regularly scheduled April meeting. There shall be a transition period during the months of April and May, and new officers shall officially assume their responsibilities on June 1. 

ARTICLE V 
Meetings 
Section I 
Regular Business Meetings shall be held on the third Tuesday of each month. These meetings shall be conducted at the Central Middle School Band Room unless another place is designated by the Executive Committee. In the latter case, members shall be notified in advance of such change. 
Section II 
Regular business meetings shall begin promptly at 6:30 p.m., and end at 7:30 p.m., unless extended by a majority vote. Special business meetings may be called at any time by the President. Members shall be notified by the phone committee prior to the meeting. 
Section III 
In all meetings of the general membership, a total of ten (10) members including three (3) Executive Committee Members and one (1) Band Director shall constitute a quorum for the transaction of business. 
Section IV 
The Executive Committee shall meet thirty (30) minutes prior to the regularly scheduled monthly meetings for the purpose of creating an agenda. Any member wishing to place an item on the agenda must notify an Executive Committee Member prior to the regularly scheduled monthly meeting, or may present such a request to the Executive Committee Meeting that evening. 
Section V 
All meetings are for the sole purpose of carrying out the objectives of the Central Middle School Band Booster Organization as set forth in the Article I of these by-laws and no member shall propose to discuss or question personnel or strategies employed by the Band Directors in carrying out their duties. 
Section VI 
Meetings shall be conducted with the procedures set forth in these by-laws. If not covered in these by-laws, then “Robert’s Rules of Order-Revised Edition” will govern. 

ARTICLE VI 
Committees 
Section I 
The following committees shall be considered standing committees of the Central Middle School Band Booster Organization. 
A. Telephone Committee 
B. Chaperone/Trip Committee 
C. Fundraising Committee 
D. General Help Committee 
Section II 
The Executive Committee may define, create, and organize as many special committees as are deemed advisable to affect the objectives and purposes of the Central Middle School Band Booster Organization. 

ARTICLE VII 
Amendments 
Section I 
Amendments to the by-laws shall be by simple majority of the members present with approval of the Band Director. 
Section II 
Written notification concerning proposed changes, additions, or deletions to these by-laws shall be made available to members prior to the meeting during which such action is to be taken.

ARTICLE VIII 
Finance 
Section I 
The Treasurer of the Central Middle School Band Booster Organization or his designee shall present a financial statement at the initial meeting of the school year and each meeting thereafter. 
Section II 
All checks, drafts, and notes of the organization shall be signed by two signees designated as either the Band Director, President or Treasurer of Central Middle School Band Booster Organization. 
Section III 
The President of the Central Middle School Band Booster Organization may authorize expenditures of up to $100 without prior notification of, or consultation with, the Band Director. 

ARTICLE IX 
Ownership 
Section I 
The Central Middle School Band Booster Organization is a non-profit organization (Tax Exempt No. 46-3409983) created solely for the objectives stated above. No officer or member, past or present, shall at any time, have any claim against the organization nor any interest in any funds, equipment, or property that has been or may be acquired by the organization. Any and all property acquired with funds of the organization shall remain as band department funds. 
Section II 
Any funds, equipment, or property acquired by this organization for the band department, for use at Central Middle School, shall become property of the Ascension Parish School Board. In the event that the organization should be dissolved or cease to function at any time, all accumulated funds, equipment, and property shall be turned over to Central Middle School, subject to the express condition that they be used for the purpose for which they were acquired.
